MBZ was the most high-profile guest to attend the Russia’s flagship business event, with the West shunning the event since Putin’s invasion of Ukraine. Most foreign officials listed to attend SPIEF 2023 were largely at the ministerial level, representing countries that have remained neutral in the Russia-Ukraine war.
