Congress is split into two houses, known as a bicameral legislature: the Senate and the House of Representatives. Both houses get the powers from the Constitution, specifically Article I Section 8. The powers explicitly listed in the Constitution are known as enumerated powers while the implicit powers are derived from the necessary and proper clause (elastic clause). The main work of the Senate and the House is to pass legislation and each house has different rules for exactly how that's done, which are determined by the size and norms of each.
