The day after the first presidential debate of the year, President Joe Biden heads to Raleigh, North Carolina and former President Donald Trump to Chesapeake, Virginia. Supreme Court overturns a 40-year precedent that told federal courts to follow the opinions of experts in federal agencies when evaluating regulations that are not clear.
