Billy's Law, or the "Help Find the Missing Act," is being sent to the President's desk after being passed by the House of Representatives. Backers of the bill say it will streamline the process to report missing people, and make sure law enforcement databases are more accessible and comprehensive. It is named after a man, Billy Smolinski, who went missing 18 years ago. Rep. Jahana Hayes, (D-Conneticut) helped work to pass the legislation.
