A Russian missile strike targeted an infrastructure facility in the city of Zaporizhzhia, starting a fire, as per Ukrainian officials. Ukrainian units deployed near Soledar and Bakhmut are suffering "heavy losses due to the incompetence of their commanders". UK’s Defense Ministry claims Russia is planning to move cruise missile-carrying ships to Azov Sea. Meanwhile, NATO chief Jens Stoltenberg has defended Ukraine’s use of cluster munitions amid US plans to send the deadly bombs to Kyiv. Stoltenberg said a "NATO-Ukraine Council" will be set up to "upgrade" the alliance’s "political ties' with Ukraine.
