Former Special Advisor to the President for Cyber Security discusses the conceptualization of cyber as a domain on par with Air, Sea or Land, and argues that if we are to use this conceptualization we must keep in mind that the military will probably not be the leading edge of defensive efforts in that realm, given that the cyber realm is inextricably tied up with civilian IT infrastructure. While the US is head and shoulders above rivals in offensive cyber capabilities, we are woefully weak on defense.
