Secretary of State Anthony Blinken makes a surprise visit to Ukraine, announcing more than $1 billion in new aid, as Ukraine continues with its slow-going military counteroffensive against the Russian military. Uncertainty whether the U.S. Congress will approve the Biden Administration's request for additional funding for Ukraine, a request that may get tied up with a short term and long-term funding bills needed to prevent a U.S. government shutdown.
