Sen. Tommy Tuberville (R-AL) lifts his holds on hundreds of military promotions, all except those for four-star generals. He had been keeping those holds in place to protest the Pentagon policy on helping servicewomen travel, if necessary, to have abortions. Senate Majority Leader Chuck Schumer (D-NY) offers Senate Republicans a deal on a bill that would aid Israel, Ukraine and Taiwan: they can offer any amendment they want on U.S. border security and get an up or down vote. The offer comes after House Speaker Mike Johnson (R-LA) wrote a letter to the White House saying tougher U.S. border measures must be part of any package that funds Ukraine in its war against Russia. FBI Director Christopher Wray tells a Senate committee that failing to renew Section 702 of the Foreign Intelligence Surveillance Act (FISA). would be "devastating" to law enforcement's ability to deal with terrorism threats and cyber crimes. Section 702 allows the U.S. government to conduct warrantless surveillance outside the United States. It is set to expire at the end of the month.. Presidents of Harvard, MIT and the University of Pennsylvania testify at a House committee hearing on antisemitism on college campuses. Another House committee holds a hearing on the Education Department's proposal to protect transgender athletes under the Title IX anti-discrimination law. The Supreme Court hears a case involving a couple's $15,000 tax bill from an overseas investment when they never actually cashed out the earnings, which could be test of whether a tax on wealth is violates the Constitution. Vice President Kamala Harris breaks a nearly 200-year-old record for most tie-breaking votes in the U.S. Senate.
